关于《通用报告准则》（CRS）通知和申报的最后期限 CRS notification and reporting deadlines (Simplified Chinese)

2016 年 12 月，开曼群岛提出了修订在开曼群岛实施《通用报告准则》（CRS）（经修订，CRS 条例）的规定。

CRS 条例要求所有开曼群岛的金融机构向开曼群岛税务信息管理局（TIA）上交一份“信息公告”，声明：

• 机构的名称以及税务信息管理局提供给金融机构的编号；
• 该机构是开曼应须申报金融机构还是无须申报金融机构；
• 金融机构的类型，如该机构为开曼应须申报金融机构；
• 该金融机构在 CRS 下的分类，如该机构为开曼无须申报金融机构；
• 金融机构已授权作为 TIA 主要联络人的个人完整联系方式；及
• 金融机构已授权作为变更信息公告中所声明的信息通知之主要联络人的个人完整联系方式。

CRS 条例规定，“信息公告”必须于 2017 年 4 月 30 日之前提交，或言之，如果公司在该日期之后转变为一个金融机构，则必须在下一年的 4 月 30 日之前提交。然而，2017 年 3 月 3 日星期五的当天，开曼群岛国际税务合作部门（DITC）宣布，他们将接受金融机构依据 CRS 修订条例项下的“信息公告”直到 2017 年6 月 30 日，在此之前不考虑合规措施或处罚。这让开曼金融机构有额外 2 个月的时间来确保遵守该条例的合规。

2017 年 3 月 3 日的公告还提到，关于 2016 年的申报资料，TIA 在 2017 年 7 月 31 日前将不会对已经提交申报并已获得“已接收”状态的金融机构采取合规措施或处罚。这是针对之前 2017 年 5 月 31 日这一最后期限作出的 2 个月的延长。
